Pet's info: Dog | Chihuahua | Male | neutered | 12 years and 6 months old | 11 lbs
My 12-year-old long-haired Chihuahua has increased thirst and increased urination. This summer, his hair stopped growing... he has no hair loss, his hair just stopped growing after his last haircut. Blood work shows low thyroid, increased cholesterol and slightly increased alkaline phosphatase. My vet wants to test his TSH and free t4 next to rule out hypothyroidism. His symptoms seem more consistent with Cushing's. Shouldn't we go ahead and test for Cushing's first?

Just based on the information you described, I would probably consider testing for Cushing’s disease first, but it is possible to have both conditions so I would do the additional thyroid testing at the same time or soon after. Good catch!
