Why is my senior dog pacing, staring, scared, and not eating?

My 12 year old terrior is pacing back and forth staring at walls gets scared when I take her outside and she is not eating much. Pet's info: Dog | Border Terrier | Female | 12 years and 9 months old | 13 lbs
