My dog has a mouth scar. How can I help his fur grow back?

We found this baby a couple days ago. he has a mark around his nose, looks like something was tying his mouth shut. it’s a full circle scar around his mouth, what can we use to get his fur growing back? Pet's info: Dog | Border Collie | Male | unneutered

Hello, I am so glad that you rescued this pup as it does look like an incredibly cruel person did this to him. With time, the hair should come back, but you can gently rub a little vitamin E oil & a little aloe vera onto the skin to help. There is no promises that this will help, but hopefully you will start seeing some hairs coming back soon. They may be white, too, & not necessarily black hairs because of the damage that could have been done to the hair follicles.
