My puppy still shows pain after bowel surgery on meds, is it normal?

My puppy just had bowel obstruction surgery 2 days ago. He is home now on pain medication but he has shown signs of pain. Panting, tongue out, moving alot. Is this normal even with the pain medication? Pet's info: Dog | Australian Cattle Dog | Male | unneutered | 2 years and 4 months old | 50 lbs
