This raised plaque showed up on my dog in less than 24 hours. Does not itch nor is it painful. Located at bottom of rib cage. I cleaned it with alcohol and it peeled off to show pink skin as shown in the picture. I do not recall her having any wounds or injury here yesterday.

It could be a localized area of dermatitis. You can try an over the counter wound spray, like Vetericyn Plus, and see if the lesion resolves. If not, she should be examined by your vet to determine the cause and prescribe medications to treat.

Sorry it is not possible to diagnose this from a photo. This needs to be seen by a veterinarian for a skin exam. This could be a fungal infection, skin tumors, bacterial infection and other skin conditions caused by autoimmune disease or even contact with a chemical or other irritating substance. I strongly suggest your client make make an appointment with his vet for an exam.

This presentation could be due to a localized spot of skin infection (likely to be caused by bacteria but fungal infections can be considered as a differential diagnosis). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. This presentation could be due to a localized spot of skin infection (likely to be caused by bacteria). Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking/scratching (if any).
