It is always important to make sure Seymour is not having urinary problems as the root of this behavior. I'd recommend having him examined and having his urine tested for crystals as a potential cause. Consider trying Feliway to help calm him if this is behavioral and even consider adding lots of new boxes around the home to encourage him to urinate in the litter box.

I am sorry that your cat is having this issue. I would recommend keeping the lid off the litter box at all times. Some cats like litter boxes that are covered while other cats like them when they are not covered. I would also recommend adding in another litter box since it is ideal to have however many cats you have plus one in your house. I also recommend cleaning the litter box at least once a day. Making sure there is a litter box on each floor so that way your cat doesn't have to go to another level of the house to go to the bathroom. After this is he is still urinating outside the box I would recommend taking him to a veterinarian to make sure he does not have a urinary tract infection.
