My dog has puffy, swollen eyes. Is it allergies? What can I do?

My dogs had a puffy eyes after scratching it. I put the cone on so he wouldn’t itch at it and the swelling went down. I took the cone off because it looked like it was fully healed. Once I came back to the house, his eyes were back to being puffy. I live in Austin so I’m assuming it’s allergies. Pet's info: Dog | Mixed Breed Large (61lb +) | Male | neutered | 61 lbs
