What are the firm bumps near my male puppy's penis? Is it normal?

Pet's info: Dog | American Staffordshire Terrier | Male | unneutered | 1 year and 2 months old | 35 lbs

I notice whenever my puppy is curled up he has these 2 firm almost solid masses next to his penial gland and at first I always assumed it was just his gonads leaving his scrotum but when I touched them this morning and that's when I noticed they were fully firm masses and his gonads are actually still in his scrotum so I have absolutely no idea what these other bumps are. Is this normal or should I be seeking a vet?
