My neutered puppy has red spots on his testicles. Should I worry?

My 4 month year old puppy has already been neutered since he was 9 weeks old and i was playing with him just now and noticed there red brownish spots on his testicles. I was wondering if hes ok or if I need to bring him in immediately to a vet. Im worried its some underlying disease but he hasnt shown any signs of pains or issues. Pet's info: Dog | Australian Cattle Dog | Male | 4 months and 21 days old | 11 lbs
