My 16-year-old cat is bleeding from her butt and having accidents.

Pet's info: Cat | Siamese | Female | spayed | 16 years and 3 months old | 10 lbs

Blood is dripping and leaking out of cat’s butt. Also, a couple of accidents-pooping and pee not in the litter box. Would you consider this an emergency? Cat is 16 years old.

Yes, if Buffy is actively bleeding and it is not stopping, I would consider this a medical emergency. If she is bleeding while passing stool or urinating, this may also indicate an issue such as a bladder infection or a problem with the anal glands/lower GI tract. I would seek out care ASAP.
