My fearful dog's groin is red, itchy, and flaky. What can I do?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 1 year and 1 month old | 45 lbs

Our 1 year old rescue dog (Border Collie mix) has been itching his groin area for about two months. We have recently noticed it is red and patchy in his groin. Sometimes the spots are flaky. We are worried about pyoderma, but are unable to take him to a vet because he is an extremely fearful dog who we are trying to rehabilitate and slowly leash train. Is there anything we can do for this spots? Could it be serious?

It looks like it could be a contact allergy of some kind. You can try the following: 1. This topical steroid/antibiotic spray. Apply three times daily until the skin is back to normal. https://worldtails.securevetsource.com/itemView/view/198944_HomeDelivery.pml?productId=135244 2. Chlorpheniramine tablets (antihistamine). He can have 1-2 tablets by mouth every 8-12 hours.
