Chihuahua's hind leg tendon frozen: Vet refused surgery. What to do?

Pet's info: Dog | Chihuahua (Smooth Coat) | Female | spayed | 3 years and 11 months old | 12 lbs

My little chihuahua was supposed to have surgery on her right hind leg but now the vet refuses to do surgery because he said the tendon is frozen and cannot be moved. and that it is stuck out of place. what can I do

Much more information including the nature of the original injury/complaint, current physical exam findings (including mobility and pain assessment), response to treatment and recent x-rays would be required in order to assess such a case properly. I recommend you seek referral to an orthopedic specialist to assess all possible options if she is painful or her natural mobility has been affected by the injury
