Hello and thank you for contacting Petco Pet Education Center, formerly Petcoach. Unfortunately, it is very hard to diagnose this kind of problem only from a picture. It could be an abscess or other local skin infection, exuberant granulation, ringworm, calcium cyst and more. Please, take Todd to your local vets for an appointment. Your vet may have to aspirate the lump with a needle to make the definite diagnosis and recommend adequate treatment for your puppy.

I assume you are asking about the lump near the crease of the leg there. This appears to be an enlarged inguinal lymph node. This can happen normally with puppies, or can be due to an infection, or injury in the area. However, without examining this in-person, I can't tell for sure. It could also be a hernia, or fluid swelling in the area. If this lump persists for longer than two weeks, gets bigger, or there are other concerns with Millie, then it's best to have a vet examine her. If you happened to be asking about something else, or want further information, then please post the question again with more detail. I hope that helps and all is well with Millie.
