Is this a tick attached to my cat's ear after she was outside?

Pet's info: Cat | American Shorthair | Female | spayed | 2 years and 3 months old | 8 lbs

My indoor cat had gotten out for 3 weeks. She just came home over the weekend and I was looking her over for cuts and came across this behind her ear! She wasn't bothered when I touched it but it's attached to her.
