BowBow sounds extremely sick, and it's a medical emergency that she is refusing water and food. It may be she has a pyometra, which is an infection of the uterus that is fatal without treatment. It could also be she got into something toxic. This cannot be treated at home, she has to see a vet now. Please take her into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website. Best of luck.
