Pet's info: Dog | Chihuahua (Smooth Coat) | Male | neutered | 4 years and 9 months old | 8 lbs
My chihuahua has been trembling, panting and very restless all day. He is acting like he's anxious; he is diabetic, so my first move was to feed him extra this morning just in case it was hypoglycemia. It made no difference. I massaged parts of his body like his abdomen and ribs and he does not seem to be in any pain at all. His gums are normal and he has no other symptoms. Is this likely anxiety or otherwise likely an emergency? If he gets in my lap, he'll stop, and can happily fall asleep. Hmm

I'm wondering that since Diego can get into your lap and calm down, that he's having some issues with anxiety. If it was something else, like an illness, he wouldn't stop the behavior even when in your lap. I don't think this is an emergency, but if he does keep up the behavior (even if it stops when he's in your lap), I would take him into his vet during normal business hours for a health check.
