My senior dog is weak, won't eat/drink, can't do stairs. What's wrong?

My little girl is 14 years old about 3-4 weeks ago her back end occasionally would go out from underneath her this last week she cannot go up or down stairs at all she is not pooping normal and has refused food for two days now then today isn’t drinking she is 14 her name is Oreo You I have felt around her hips and it doesn’t seem to bother her. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 14 years and 1 month old | 14 lbs
