My dog has a new lump near her tail. Skin tag, tick, or other issue?

My dog suddenly had a weird lump near her tail. She’s a pug, around 11 years old. We don’t know if it’s a skin tag (she’s had them before) or a tick or something else. It popped up suddenly, we’ve never noticed it before! We tried using tweezers and pulling it off but it didn’t and she didn’t yelp in pain or anything? So weird, please help!

Hello. This is definitely a pigmented tumor, not a tick. Do not try yanking this off in any way. Please let your veterinarian evaluate this to see if you can just keep a good watch on it, or if removal now while it is small is the best way to go.
