Why is my betta sick, lethargic, and has white spots? What can I do?

Pet's info: Fish | Betta | Male | 1 year and 5 months old | 0.1 lbs

Hi. I’m almost 100% percent positive my betta is sick. His appetite is very poor and he is very lethargic. He either sits at the top of the tank or at the bottom. I also noticed some white on his chest. Honestly though, I don’t know if it’s fungal or ick. I provided pictures with and without the flash. If anyone could please give me some ideas of what I can do for my little buddy, that would be amazing.

Thanks for reaching out about Milo and including photos. Ich does not occur spontaneously, so if no new additions of live fish, plants or snails, then it is unlikely to be this parasite. Do you test water quality of pH, ammonia, nitrites and nitrates? Review diet as many of the nutrients in fish foods degrade in months, so fresh food ins required every 2-3 months. A veterinary visit is recommended to assess and provide a diagnostic/treatment plan. Good luck.
