Neutered cat overgrooming raw, bleeding scrotum. What should I do?

Pet's info: Cat | Domestic Shorthair | Male | neutered | 6 years and 10 months old | 7 lbs

We have a 7 year old male cat that was neutered at 1 year old, and for the last two months - he has been overgrooming his scrotum area to the point that the hair is gone and the skin has become raw. He started bleeding, so we put him in a cone for about three weeks. It started to heal up, and then we took the cone off. He was fine until last week when he started doing it again. Now it looks infected. I have a hard time taking photos when he is so squirmy even with the neck hold. Suggestions?

Thank you for contacting Petco Pet Education Center, formerly Petcoach with your question about Buddy. Poor boy. I would put the cone back on him, and get him an appointment with the vet. If it's infected he needs antibiotics to treat it. Give his vet a call in the morning to make him an appointment. I hope this helps!
