Why is my dog's spay incision still scabbing after 6 months?

Pet's info: Dog | Shih Tzu | Female | spayed | 12 lbs

My dog was spayed 6 months ago and still has a spot that keeps scabbing. She keeps ripping off the scab any chance she gets. The vets has looked at the scab and said it looks okay and maybe to put some Neosporin, but they have never seen under the scab. I finally got a good picture and was hoping to have a vet just look at it really quick.

The wound appears very superficial in the picture and I would leave it open to the air without dressing. Manuka honey and saline washes once daily may help if it becomes crusted. It is possibly due to a reaction to suture material which although rare can occur (surgical repair is a last resort as healing can be slow!)
