My cat acts strange, can't eat, jaw locked, and has bad mouth smell?

My cat came home today all dirty and acting strange. I washed him a little and gave him soft food but he seems unable to eat (jaw locked?). He is unable to stick his tongue out of his mouth and clean himself (his mouth also has a distinctive smell). Keep in mind, he's a young cat... Please help thank you! If there is a smell coming from his mouth, I worry that he has a wound. If he is painful, then he will not open his mouth. Based on these results, treatment can be started to help him feel better. I worry that he will become dehydrated from not eating and drinking properly. This may need to be addressed as well.
