My dog's neck looks swollen when his head is down. What is it?

Hi I just noticed when my dog puts his head down , it looks to me like the area above his head neck maybe swollen and when I touch it sometimes it feels like a big bubble or something, but when he’s walking I don’t really see the swelling look, please let me know, thanks, micheline. Pet's info: Dog | Manchester Terrier(Toy) | Male | neutered | 11 years and 1 month old | 21 lbs

Without normal photos to compare it to, it is hard to tell if that is actual swelling, or a hump of fat over the shoulders/neck. However, if it is changing in size rapidly, isn't normal for Zorro, or is bothersome to him, it would be best to schedule a vet visit ASAP.
