My cat has a persistent cough. When should I get a second opinion?

My cat has had a cough starting in the fall. The vet I am seeing has taken a xray the x ray did not show anything alarming and we have had her on medication as well as steroid shots. The shots seem to work for about a week and then the cough comes back. The one positive is the steroid shot seems to have shortened the duration of the cough. I seem to have come to a cross roads with the vet regarding his ability to diagnose the problem. Not sure where to go from here. Pet's info: Cat | Colorpoint Shorthair | Female | spayed | 7 years and 10 months old | 8 lbs
