Hello and welcome to Petco Pet Education Center, formerly Petcoach. A fluffed up bird that is sneezing is sick, yes! I recommend having Pikachu to a vet as soon as possible, and ideally a bird specialist. If it is nighttime than an emergency centre may be able to provide supportive care (fluids and oxygen support) for overnight until a bird specialist can do tests to get an answer and more definitive medications. Birds often don't show signs of illness, so when they do they are very sick. I hope Pikachu feels better soon, but I would not take these signs lightly. Best of luck!
