My cat has wet poop and is throwing up not a lot and often but some of her throw up is clear she has coughs

Poor Pudding! Just like people, there are many conditions that can make pets vomit. This could range from bacterial over growth to intestinal blockage. Any pet vomiting beyond 24 hours, vomiting multiple times, not drinking water or acting very lethargic should be examined by the veterinarian to be safe. Pets with multiple issues are likely more sick. It's better to play it safe than be sorry. At home, Pudding should rest today so no playtime or vigorous activity. Fasting her for 6 hours followed by a bland diet for 24 hours may help as well but is not a substitute for a visit to her veterinarian. I hope Pudding starts feeling better quickly!
