Why is my cat chewing and injuring the same spot on her tail?

What is causing my cat to continually injure same spot on tail if left unwrapped? What is this from we have tried everything our local vet recommended except cat Prozac?

If his thyroid has not been tested that would be the next step in my opinion. It is very rare for a cat to have an non-healing wound like this. Unless she is chewing the tail, Prozac would not be helpful. If she is chewing the tail then it may help.
