Why are my dog's hind legs discolored with hair loss and scratching?

Hi, My dog has some discoloration on the inside of her hind legs and some hair loss with some scratching. I'm not sure what it is but i'm pretty sure it's not fleas as she is on flea treatment. I tried benadryl but that doesn't seem to be clearing it up. Has anyone seen this before? What's your most accurate diagnosis? Thank you! Pet's info: Dog | Mixed Breed | Female | unspayed | 15 lbs

I would recommend the following products to see if this helps. If there is no improvement, Lily may also need oral antibiotics. These products can be found online quite easily. 1.
