How to help tiny feral kittens with eye bulge get urgent treatment?

Have 2 feral kittens outside with eye bulge. Can they be helped? I can hold them. They eat but not any bigger nor weight gain. Called many places and won’t take them. How can I get help? Do not plan on keeping. Just wanted them to get treatment. Their so tiny.
