My dog's eye is dry and itchy with a bald spot. What should I do?

Pet's info: Dog | Mixed Breed | Male | neutered | 2 years and 7 months old | 63 lbs

What can I do about this dry skin around my dog's eye? It's only his right eye and has been there about a week or two. I know the pictures aren't the greatest but it's all I could get. He has been scratching at it every now and then. There's a slight bald spot right above his eye and dry skin below as well. I was hoping it would go away on its own but I'm not sure. I hate to take him to the vet if it's easily treatable because we don't have the money for it :(. Thank you for your time.

It is worth having Percy seen by a vet because it's obviously bothering him. Without seeing him in person, I can't say what is causing this problem, and I'd be worried that he could have scratched his cornea if he's rubbing at his eye. I'd take him into a vet today.
