Why is my new stray dog panting excessively when it's cool?

I found a stray dog tied to a pole, I brought her home since every shelter near me is closed. I noticed she was panting but I brushed it off, hours later after I fed and gave water to her. She continues to pant it is about 65 degrees outside with a breeze.

How lovely of you to take in this dog! This panting could be due to stress, pain, or a medical condition like heart disease. If you don't want to keep her, take her into the shelter in the morning; otherwise, have her seen by a vet tomorrow should you want to keep her.
