Why is my 4-week-old German Shepherd puppy so weak on diluted milk?

I have a German shepherd (white) it is about 28days old. Am just giving diluted milk to her but she is becoming too weak. Pet's info: Dog | German Shepherd | Female | 27 days old

At four weeks old she need to be eating high protein, high calorie puppy food and if not able she should be fully assessed by a vet to check for underlying illness. Diluted milk would be deficient in energy levels for a pup of this age
