My dog is frantic, licking lips, and acting strange. Is he sick?

My dog whose usually very calm n docile suddenly sprints back n forth and wont stop ita freakung me out. And he is licking his lips excessively and he wont come to us and hes never acted like this in his 7 yrs. His eyes look almost like hes high on something and his head starts around like a scared bird. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | 9 years and 7 months old
