How do you know that the progesterone level is high? That would be very unusual unless she is in heat and ovulating. The discharge in the photo does not appear to be from a heat cycle and you stated she is spayed. If she is spayed she cannot have high progesterone. I suggest you have her checked out by a veterinarian as this is not normal discharge for a spayed female dog.
