My dog has phlegm in his throat and coughs. What should I do?

My dog sounds like he may have phlegm in his throat and every once in a while he tries to cough it up. I do not hear any wheezing or anything when he is sleeping and when awake. Sometimes you can tell he has the phglem and he will cough once to try and get it out. Pet's info: Dog | English Bulldog | Male | neutered | 10 years and 1 month old | 55 lbs
