Why is my dog suddenly anxious, panting, and restless from weather?

Hi .. my 7 yo golden retriever has suddenly started acting very anxious. Heavy panting, restlessness, won’t leave my side. First started during windy days or storms but he has been like this for about two days straight now. Pet's info: Dog | Golden Retriever | Male | neutered | 7 years and 1 month old | 70 lbs

Not to state what seems obvious, but it sounds like Darwin has become sensitive/anxious about the wind, and likely can't calm down even though perhaps it has died down or stopped.
