Is my older cat tackling our new kitten play or aggression?

Pet's info: Cat | American Shorthair | Female | unspayed | 1 month and 11 days old | 1lb

Is it normal that my 1 year old male fixed cat constantly seems to tackle our new 6 week old cat and pin her down, sometimes flipping her over by rolling? Is this play behavior? He has shown no obvious signs of aggression, no hissing (except 1 time first introduction) or arching or standing up fur or anything. And he leaves her alone when eating, sleep or using the restroom but otherwise unless she’s playing with me he runs up and pins her

From your description of your cat's behavior, it does sound like play behavior rather than aggression. When Mini is playing with you, he likely wants to join in on the play behavior as well. As long as he isn't hurting her or showing signs of aggression, I would not worry about it. I hope this helps.
