How to manage my unvaccinated puppy's wild energy indoors?

7 months old large breed puppy is still unable to go outside as her mixed vaccines aren't complete. as she can't get enough exercise in an apartment, she is constantly panting, jumping on us, barking and biting. It is nearly impossible to stay in the same room with her when she is not asleep. Are those conditions result from lack of exercise? When she completes her vaccines (2 weeks later) will they improve?
