Rosa is a very young dog to develop urine incontinence. If DES has not been effective, it would be worth the check if there is other cause of leakage. In some rare cases dogs develop urine incontinence because of anatomical abnormalities they have been born with. For example, inappropriate position of the ureters. Your vet will have to do a few tests, like urinalysis, blood test to rule out kidney disease and diabetes and then, perform ultrasound and contrast x-ray of the urinary tract to rule in/out anatomical abnormalities.
