My puppy has a hard ulcerative bump on her lip. Is it cancer?

Hi, I've got a springer spaniel puppy. She is 12 weeks old. We bought her 2 days ago from people living on a farm. They feed the puppies a raw meat diet. Today I've noticed this hard ulcerative bump on her upper lip. Does this look like a cancer or tumour? Pet's info: Dog | English Springer Spaniel | Female | unspayed | 3 months and 8 days old | 11 lbs

Despite being trendy, raw diets are not nutritionally balanced for a growing puppy and they carry a high risk of bacterial contamination that can make you or Iris sick.
