Should I worry about dark spots on my dog's belly near his penis?

My dog has dark spots around his penis on his abdomen. One has a small scratch on it. I just noticed this today. I don't think he fell or scratched himself. Doesn't seem to hurt when I press on them. What are they? Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 2 years and 4 months old | 15 lbs

These could be small bruises or just veins shining through the skin. I would not be too concerned unless they increase in size, If they increase in size or get darker, then you should take Hershey to a vet for an exam, and possibly a coagulation test, as this could be a sign of a blood disorder.
