My puppy's penis is swollen and looks like it has extra balls.

Question

My puppy, about 8 or 9 months old randomly yelped out of pain yesterday. I originally thought maybe he swallowed something the way he was acting then he lays on his back and his whole penis area is super swollen and it’s even sticking out a little and it looks like he had two sets of balls. I googled what the ball like things sticking out were and they are some glands. I rubbed the glands a little to see if swelling would go down. It did but the glands were really hard. Like not good. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | unneutered | 30 lbs

That gland is a normal occurrence when they get excited. When they calm down they go away and don’t swell. It is not painful for this process and they are firm to the touch. Getting him neutered will prevent this from happening in the future
