My dog's belly gets red bumps after swimming. Is it an allergy?

Every time my Jack Russell gets in water, even her own kiddie pool her belly breaks out in red small bumps. They do go away after a week of no swimming but she loves her pool. What Could be causing this? I have tried adding vinegar, and peroxide (on different days) and dried her off . The water is out of the garden hose as is her drinking water, no problem with that. What is causing these pimple like bumps? Pet's info: Dog | Jack Russell Terrier | Female | spayed | 16 lbs
