My budgie passed away today. He's always been very lethargic. He was chirping loudly and he was limp at the bottom of his cage. When he passed away, A LOT of fluid came out of his nose. Is this congenital heart failure? Pet's info: Bird | Unknown - Bird | Male | unneutered | 0.4 lbs
