Found kitten with wire on leg. Is paw injured or circulation cut off?

Pet's info: Cat | Domestic Shorthair | Male | unneutered | 1 month and 4 days old

I found a kitten (2-4 weeks old) he was trapped under my house in the insulation and his leg (at the joint) had plastic wiring wrapped around it, I cannot tell it its broken or if there is no circulation in his paw. His leg that has the injured paw is tilted slighty, but he still walks (just not well). Any advice as to what we can do? It doesn't seem like it hurts him any.

Carefully cut off the plastic ring immediately. If he is lucky the circulation was not cut off completely. After cutting off the ring, inspect the area for injuries. If there is no open wound prepare some warm water (warmer than luke warm, but not so hot that it hurts) and dip the foot in it for a minute or two in order to encourage circulation. If you cannot take off the plastic or if you find a wound please take this baby to a vet or Pet ER today.
