My fixed male cat won't leave unfixed female. Is she in heat?

I have a male cat that is 2 years old and is fixed and I'm currently babysitting a 1 year old female cat who is not fixed. How can I tell if she is in heat? My male cat won't leave her alone and I can't tell if they are just playing or if she is heat. there is no way she can get pregnant if my male is fixed right? Pet's info: Cat | Bombay | Male | neutered | 2 years and 6 months old

If he is fixed, there is no way they can mate and her get pregnant. Cats in heat are very affectionate to territorial and constantly make noise and meow and roll around. She will act like this to people along with animals also.
