My adopted dog is disobedient, destructive, runs away. Help!

Hey, so I just adopted a beagle from a shelter. I don't know much about her or how her life have been before, just that she was linked to a chain the majority of the time. She is very disobedient,I am now keeping her in a large cage outside, but when I let her out if it, she runs and destroy everything in her way. She even run away one time by a very small hole in the fance. I don't want to keep her inside that cage forever. I also have a labrador puppy, he is very calm,but she was mean with him

Poor Girl! She likely had a really bad and fearful life before. I would talk to your vet about getting her on some anti-anxiety meds so that you can more easily work with her and hopefully, gain her trust. I would try to hand feed her treats and food to help gain her trust and just be really calm and patient with her. You can also put a calming collar on her like adaptil to help. You can also try to find a local bahavioralist or trainer to come and help train her at your house. I hope this helps!
