Is it normal for my dog to pant heavily with Himalayan dog chews?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 21.5 lbs

I just bought my dog some chews called Himalayan Dog Chews. They're made of cow's milk, yak's milk, salt and lime juice. When he chews on them he pants heavily. He's in good health, despite being a little overweight. As far as I know, he's not lactose intolerant (he eats cheese sometimes and does fine with it). Should I be worried?

It may be from the excitement of getting a chew that gets him worked up. Being overweight can contribute to it. As long as he can calm down and breathing normally and easily when this is gone and this does not occur all the time, then I would not be worried
