Why is my Maltese drinking a lot, itching, scabbing, and peeing blood?

Hello, I am very concerned for my pet. He is a maltese named Louie and he is 7 years old. He has been drinking water excessively and itching a lot, and now he has scabs over his body. He also pees blood and leaves blood spots randomly. He has been to the vet before where they gave him medicine for UTI, but the symptoms continue. I cannot afford to take him to the vet and run all of these tests again.

I would be worried there is something else going causing the blood to return. it may be a simple bladder infection, but with him not being neutered it may be from bladder stones or a prostate problem. Drinking excessively can go along with an infection or may related to diabetes or kidney problems. A lot of information can be gained off a urine sample and it is often more economical than blood test. They can evaluate kidney function and check for sugar in the urine to lead more toward diabetes or kidney problems and the sediment may help determine if the hunt for bladder stones is needed. Unfortunately there is little you can do at home from these problems As far as the skin goes, you can give him a bath in baby shampoo to help with the scabs and apply neosporin to the bad areas. You can also try benadryl to help with redness or itching.
