Hi there and thanks for posting on Petco Pet Education Center, formerly Petcoach. Sounds like there is a lot going on with Yoda lately. The itching and biting may indicate an allergy either to food or an environmental allergy. Anal sac leakage and scooting may indicate his anal sacs are full and needs to be expressed soon. The shortness of breath, excessive water drinking, and the other behavioral changes may indicate a more concerning health issue(s) that will need to be evaluated by Yoda's veterinarian. There are many possible medical causes for the signs/symptoms Yoda is experiencing and full work up may be needed including blood work and x-rays to help determine the cause. I hope this helps and thanks again for your post!
